After fomenting the turbulent Islamic revolution in Iran in 1979, he created a theocratic government ruled by
the religious clerics and shari'a law. This was the first time in Islamic history that clerics ruled a country
directly, and this formed a new direction for the modern fundamentalist Islamic movement.
